Sorry, but your link doesn’t really help.
I was in the situation to search for an airport for a delayed aircraft from overseas with ETA after midnight in Europe.

Being "open" will not necessarily answer your question. Some countries, e.g. Germany, have night jet bans - typically 2300 - 0600 local time. They perhaps may accept diversions, and will accept landings in emergency, but the aircraft cannot depart again until after the end of the night period.
