Reading the EASA FCL documents it seems to me that the only difference between PPL and CPL FEs is experience. Does that mean that a UK PPL FE will be able to carry out CPL Flight Tests? Where do the CAA stand on this?

Standards Doc 21 Part1 Para 1.3 states that the distinction FE(PPL) and FE(CPL) are made for UK purposes.

Part FCL.1010 statesApplicants for an examiner certificate shall demonstrate:
(a) relevant knowledge, background and appropriate experience related to the privileges of an examiner;and FCL.1000 states FCL.1000 Examiner certificates
(a) General. Holders of an examiner certificate shall:
(1) hold an equivalent licence, rating or certificate to the ones for which they are authorised to conduct skill tests, proficiency checks or assessments of competence and the privilege to instruct for them;As the appropriate experience appears to be minimal, it all appears to hinge around the privilege to instruct for the relevant licence.

Whilst EASA tightens control at the bottom end, it is relinquishing control at the top end!

The privileges of individual FEs will be determined by the competent authority that issues the authorisation. An examiner authorised to conduct PPL skill tests will have to pass a further assessment of competence conducted by an inspector from the competent authority, or a senior examiner appointed by the competent authority, before he could have his authorisation extended to conduct the CPL skill test.

The privileges of individual FEs will be determined by the competent authority that issues the authorisation.Whilst that will impose a financial burden that my halt existing examiners, it will be interesting to see what happens at the initial appointment stage, for those who meet the meagre qualification requirements. No doubt a huge financial difference in the cost of authorisation will be the arbitrator.

It is possible now under EASA to gain an examiner rating for PPL H skills test and LPC's on a PPL H licence with instructor rating / 4000 hours

It would appear so:
FCL.1000 Examiner certificates
(a) General. Holders of an examiner certificate shall:
(1) hold an equivalent licence, rating or certificate to the ones for which they are authorised to conduct skill tests, proficiency checks or assessments of competence and the privilege to instruct for them;
(2) be qualified to act as PIC on the aircraft during a skill test, proficiency check or assessment of competence when conducted on the aircraft.

No. The FE will have to "hold an equivalent licence, rating or certificate to the ones for which they are authorised to conduct skill tests", so my reading of that is that the FE will have to hold a CPL to be a CPL examiner, just as is the case now.
