Does the use of anti-ice effect the stall speed or maneuver margin and if so why?

I don't see how it would, so my guess is no.

Did you mean TAI or boots? (either way, I still think it's no).

I dont think EAI use affects your stall speed or maneuvring but by using such means icing accretion may be happening or happened on your aircraft.
On the 737 ,landing with flaps 15 ( supposely a normal setting for landing by FAA) a VREF ice must be used if landing at temp below 10c.(minimum maneuvring issue).
If landing with ant ice on, a higher N2 speed is used by the engine control to provide better go around performance.
