Special VFR & Cloud Base

Dear All,

I have just one short question: Is there anywhere specified minima for cloud base for Special VFR (SVFR). Minimal visibility is specified but there is nothing about cloud base.

I will appreciate any links to see some operational requirements in any country.

If I remember correctly SVFR has to do with visibility.
As far as cloud base is 2500 feet.

Controllers shall not issue a Special VFR clearance to any aircraft, other than helicopters, for departure from an aerodrome within a control zone when the official meteorological report indicates that the visibility is 1800 m or less or the cloud ceiling is less than 600 feet. When the reported visibility consists of two values, the lower of the two values shall be used when determining if a Special VFR clearance can be issued.

Hi. In Italy the minimum are :
DAY
-visibility: 1500m (1000m for Helicopters)
-ceiling: out of clouds and visual reference with the terrain but not less then 1000ft for takeoffs and landings.
NIGHT (only for Helicopters and Operative Air Traffic)
-visibility: 3000m
-celing: out of clouds but not less then 1500ft

I am so glad I drive a rotor - in UK hardly ever stuck to the ground.

Except last Friday morning - vis 200m in snow / sleet, cloud base 100ft above the airfield. Had a very nice cup of tea, then went home instead.

In SERA (Standardised European Rules of the Air) I believe they are proposing minimum ceiling of 600ft daytime and VIS 1500m (800m for helicopters). No SVFR at night.
