starting a new airline!?

me and Twix are studying Air transport ops at City uni and we've just been asked to look into how u would be able to get the necessairy funds to start up a new airline and personnaly i have no idea. anybody got a clue? Tis is real tough, as most start up opperations seem to stem from either other companies, of large personal fortunes!
Any help would be greatfully recieved.
