Hello
Can John Wayne, Burbank and Ontario to Los Angles can be considered what Luton is to London, i.e. handling mainly low cost (i.e. Southwest etc.) flights?

Not really. Although Southwest serves all four, so do most of the other US majors. A wide range of fares is offered from each airport (including F) and they are pretty much the same cost at the low end.
The real 'cheap' airport is Long Beach although it only has a few flights daily (probably less now).

It is actually quite the opposite. SNA (John Wayne, Santa Ana, Orange County [pick your name]) mainly serves the business market and the tickets are generally a bit more expensive then going out of LAX, or other area airports.

I am a frequent business jet flyer into most of the Los Angeles basin airports. The major airlines serve all of these ancillary airports and the business traveller is the primary customer because of the minimal delays these airports have and with a greater metropolitan area pushing 12 million people, it is also easier to get in and out of these smaller airports
