I have been wondering for quite some time now how the decisions of when to turn the seatbelts off after take off and when to turn them on before landing are made. Anyone out there to help?

Oz rules require seat belts on for:
1. During T/O or LDG
2. During an instrument approach. By definition an instrument approach commences from the IAF
3. Flight below 1000' AGL
4. Turbulence
From memory because I haven't had CARs/CAOs available for 3 years.
