This question is haunting me for a while, so here we go.
Some operators still apply the procedure to switch on aircraft lighting and logo lights when overflying Afghanistan (in airways).

In my humble opinion this procedure was based on a military war-notam from 2003 (With an identifyer like SX.../03), which since has been withdrawn (Only a few years ago.)
This requirement is mentioned nowhere in the Afghanistan AIP.

Can anybody recall the exact notam on which this was based and when this notam was cancelled, or maybe guide me to the EXISTING procedure? Would be great if there was a notam archive somewhere.

Thanks in advance

Last guidance we had was to turn on lights at and below FL280, then OFF below FL160 in descent/approach.
