I know it has been covered before but I keep getting mixed reviews between max speeds and normal speeds - if there is even a difference?

I am looking for ICAO hold speeds, is this correct:

<14000' = 230 KTS
14000'-20000' = 240 KTS
20000' - 34000' = 265 KTS

Those figures are very simplified. ICAO holding speeds are defined in PANS-OPS, Volume I, Part I, Section 6, Chapter 1, Section 1.3 (http://www.bazl.admin.ch/dokumentation/grundlagen/02643/02644/index.html?lang=de&download=NHzLpZeg7t,lnp6I0NTU042l2Z6ln1acy4Zn4Z2qZpnO2Yuq2Z6 gpJCDe316hGym162epYbg2c_JjKbNoKSn6A--) (see p 158 of the pdf).
