Hi all
what exactly is the difference between Minimum Safe Altitude and Minimum Sector altitude on Instrument Approach Charts?

Please tell us which chart you refer to. Minimum Sector Altitude is the Minimum Safe Altitude when you are in that sector. Outside it will be something else.

BOAC is right

But the Minimum Safe Altitude can also apply to routes

"when the MSA is divided into sectors its referred to as a Minimum sector altitude" J airway manual
