If the Jeppessen charts for a particular airfield do not list approach/circling minimas for a particular Category say Cat C/Cat D or simply says Not Applicable, does it mean Cat C & Cat D aircraft can not fly to this airport.

Not, by flying those approaches, VFR only

The Circle to land minima for Cat C/D is also listed as Not Applicable OR OCA is not listed.

Do you still think we can go VFR

The 'Circling Minimum' has nothing to do with visual manoeuvring in the circuit -it is an IFR manoeuvre flown visually (clear??). Locals/ATC/cojones/a/c owner permitting, you could fly round a circuit at 2'6" if you wished.

IE Yes, but if you fly any sort of instrument approach to the field, cancel IFR and go 'visual' (with permission) to be sure some job's-worth doesn't shaft you..

IFR approaches only apply to aircraft flying under IFR. If your flight is not IFR then VFR applies and instrument approaches and their limitations are irrelevant. Unless there is some other restriction at the airport concerning your aircraft type or type of operation you can use the airport to your heart's content.

All true - altho VFR minima normally limited anyway.
Take care even so if VFR because the reason that IFR circling N/A for Cat X will be that there was not sufficient obstacle clearance according to the design criteria (ICAO PANS-OPS 120m, 394ft for Cat C,D within area defined by specified radius of turn from THR and conservative TAS (Cat C 215 - Cat D 242KIAS @ 2000ft + 25kt wind).
