An airline's insurance policy permits 'taxying by suitably qualified mechanics'. I've not heard of a 'licence' as such, but I'm sure that there must be some form of formal test and documentation required.

No licence. We engineers gain specific approvals from our companies after suitable training and supervision. A radio operators licence is also be a requirement to use the aeronautical comms but I've never met an engineer except myself who has one.

Australian flying instructors can train & certify anyone to taxy an a/c - as long as the instructor is qualified to instruct on the type, of course.

There is even a syllabus specified in the Civil Aviation Orders or Regulations somewhere but damned if I can remember the reference.
