This inquiry for ATC I couldn't find in the search.

what is the meaningfulness of a "cleared for star-up" issuance, does it mean the flight plan is active? o something else. is it related to the flight progress strip?.
I'd like to understand how that works behind the scenes.

At major airfields it is employed to regulate traffic flow. Certain times during the day become very busy so start up times maybe issued to ensure an orderly flow of traffic. En-route slot times are also a factor.

The times when aircraft call for start and when clearance is issued will be noted on a flight progress strip or electronic display.

Sometimes, the en-route clearance is associated with the start-up clearance.
IMHO, start-up clearance is just an ATC status. There is no startup clearance status in a flight plan.

"Startup approved" means you are clear to start the engines, and that if the traffic is correctly managed, you can expect taxi once the engines are started.
