What's the latest on standardization of language proficiency for foreign flight crews and atc?

my good man,(lang.standards) everyones doing there best by speaking ENGLISH on the radio.But if you go to the basics an ATC service has the full right to use the local language? :

JARs have English Language standards for everyone.

My understanding is that regulations say things like "must be fluent in the English language" but there are no specifics in terms of what's acceptable pronunciation, what vocabulary must be known, what rate of delivery can be handled, and so on.

I know weak language ability leading to low confusing communications has been a contributing factor in a number of accidents.

Does ICAO/CAA/FAA etc. have any specific rules on this? Anyone know if there any steps underway to improve this aspect of safety?
