First of all, excuse me for my poor english.
I have a doubt on the topic, hoping that some of You will be so kind to solve it for me, preferably posting also clear related regulation reference.
From Italian AIP:
"ENR 1-10:
...
PLN submission time
PLN for flights requesting Air Traffic Control Service shall be submitted :
1) at least 3 hours before the EOBT for IFR flights and mixed (DOC 7030-EUR, Chapter 2, 2.3);
2) at least 30 minutes before the EOBT for the flights which, subject to ATFCM measures, select an alternative route (Replacement Flight Plans);
"
Content of point 2) is the cause of my doubt:
if i submit a PLN for a IFR flight 32 minute ( for example) before my EOBT, bringing "FPS RE-ROUTE ACCEPTED", will the system accept it ( according to the regulation)? or with the terms "Replacement Flight Plans" the rules mean exclusively PLN to be submitted only after re-route imposed by IFPS to PLNs submitted at least 3 hours before EOBT?
