What are minimum staffings at your units (APP/TWR in most cases I guess)? Is it mandatory to have a fully qualified, vacant person on the spot or is it accepted to have only one ATCO on duty for certain periods while new shift hasn't arrived yet on his/her shift?

Too many variables for this question.
At first it depends on your CAA requirements and their idea and relation to Single Person operation.
Also your local operational instruction counts and available technology at certain working position.
So it is possible to combine two positions into one single (such as TWR and APP/PROC into TWR/APP) but you must cover it with papers,with technology ,license and training....
and it may cover some level of trafic and airspace complexity. If you ask what are numbers in that case you may refer to my first statement( ask your own CAA for figures ) or you may take into consideration next "local"experience: "6 movement per hour is considered as acceptable for Single Person Operation".

We are using it ,for night shifts ,but there is no traffic , daily shift is minimum two licensed atcos per shift. Also there is no traffic.:E

Well, more or less yes. An ANSP is trying to put single persons on given half-hours before new shift arrives. Intentionally.
Never heard of Single Person Operations and risk analysis of those though. Hopefully THEY heard of them :)
