A pilot went to TRO for helicopter type rating (VFR) pilot holding a national license and performed a helicopter type rating in JAA member in a manufacture TRO which uses the JAR FCL 2.240 and release him ( pass) with the remark fly as a copilot for 50 hours which is make it difficult for us to understand on any regulations based this remark and how can we treat him legally. Any assistance will be appreciated.:confused::confused::confused:

heli-d, you have asked this question before on another forum and have received the correct answer. There is no provision in JAR-FCL2 for the action taken by the TRTO. A single-pilot LST is either pass or fail - to issue a 'provisional' pass that is dependent on a period of time as co-pilot is not in accordance with the requirements. However, the real decision rests with the national authority that issued the licence, it is only from them that you can get a definitive answer. Since you seem reluctant to reveal the identity of the licensing authority or the TRTO involved, it is unlikely that you will gain any more information here.
