Are there countries outside the U.S. that don't require all civil aircraft to carry and use transponders? Can someone point me to a list of national transponder requirements?

The US does not require all aircraft to have a transponder or if they do to use it except in certain defined airspace.

Most other countries operate on the same principle.

However, it is a good idea to use the transponder whenever possible to make the operation more visible.

Thanks. My question was unclear. I understand the U.S. doesn't require XPDRs for all civil aircraft. I'm curious whether other countries do things differently (France, Kenya, Australia, for example) and how and where I might find the answer. I'd appreciate thoughts from anyone on those points.

Usually such information is published in an AIP of a country concerned.
