My apologies, for this is an ATC issue in a wider sense only, but from experience I know that here is the best place to ask for an answer to the following question.

In 1945 PICAO's Interim Council decided to devide the world into ten air navigation regions. Could somebody help me with some further information I could quote, such as the date of said decision, a file number or source, preferably in the official journal.

PICAO RAN's (http://www.icao.int/icao/en/hist/stamps/1946_picao_first_regional_air_navigation_meetings.htm) and here (http://www.icao.int/icao/en/hist/stamps/1947_melbourne_regional_air_navigation_meeting.htm) might be a starting point

Thank you, Lon More. I have also stumbled across these links. It seems the decision to establish the ten regions was taken during the second meeting of the Interim Council from 15 October to 30 November 1945.
