Dear Collegues,
I have a question regarding IFR minimum altitudes.According to ICAO / JAR :
Excluding MOUNTAINOUS aereas,an aircraft flying IFR should not fly at an height of less than 1000 ft above the
highest obstacle within 5 nm unless,
-It is necessary to do so in order to land.
-It has been auhorized by ATC.
-The A/c is flying at an altitude not exceeding 3000 ft AMSL and remains clear of clouds and with terrain contact.

Here comes the question: we are approaching to the field avoiding weather, less than 25 Nm range.cloud base is just above
1000 ft AGL. Is it fully legal to descend to 1000 ft AGL , clear from clouds and obstacles within 5 Nm,with terrain contact,
not fully following the approach segments but cutting direct to FAP to commence once there an ILS and not yet
declaring field in sight?
If the answer is NO, let me ask the same but with field is insight; May we descend till 1000 ft AGL ?
Question may also be : What is the minimum distance from field where a Visual approach may be commence, desceding at
Pilot Discretion?
Thank you.
