SMS for Maintenance Repair stations

I've been reviewing the ICAO requirements and I'm struggling to connect where it applies to MROs.

As far as I can see, there is an SMS requirement in Annex 6,11 and 14 (Aircraft Ops, Air Traffic and Aerodromes respectivley).

There isn't an SMS requirement for Annex 8 - Airworthiness of aircraft which is where I would have thought repair stations to be categorised.

Can anyone shed any light as to where SMS for MRO's is mandated?

Applies to CAT & by however tenuous a link you care to make - Part 145? Just remember you have to abide by regulations that havent been written yet and you'll do just fine.:ugh:
