FEAST test - Landing Instructions

I am trying to clarify what the rules of the Landing Instructions test in the FEAST package are.

From my own test i remember:

Fastest planes have priority
Planes in the air have priority over planes on the ground
Planes cannot overfly any runway

The rest i am unsure of. Can anyone help me with the last few?

It was a long time ago when I wrote it but there were situations when X plane had to land immediately. Or not?

Thank you for your reply Pigla. However, what I was looking for was the general safety rules listed at the beginning of the test.
