MATS Part 1 S2 C1 says
9.4.2 Care must be exercised when clearing an aircraft to the holding point of the runway in-use, for the aircraft is then permitted to cross all runways which intersect the taxi route designated in the clearance whether active or not.
Annex 2 says:
3.2.2.7.2 An aircraft taxiing on the manoeurvring area shall stop and hold at all runway-holding positions unless otherwise authorized by the aerodrome control tower.
This seems inconsistent. Is clearance to a distant holding point considered "otherwise authorized"?
The proposed Standard European Rules of the Air say:
3.2.3.4.2 An aircraft taxiing on the manoeuvring area shall stop and hold at all runway-holding positions unless an explicit clearance to cross the runway has been issued by the aerodrome control tower. (my bold)
So, do I need an explicit clearance to cross the intervening runways or not (UK and elsewhere please)?
