Let me ask you something.
Can a radar controller in approach facility issue a Special VFR clearance to the pilot?
AIM says when a control tower is located within the Class B, C or D surface area, requests for clearances should be to the tower.
I know radar service is provided to SVFR aircraft within control zone class B, C, D or E below 10,000ft
Please explain me about SVFR in detail.
