I'm looking for an FAA CFI/CFII for a BFR and IPC, in Ontario or Quebec.

You can do both at EU in Belgium, I guess (by FAA designated examiner).

Hi,

Don't waste time in trying to find out CFI/CFII in Canada. I did the same mistake. Ended up requesting an instructor to fly from USA and conduct my BFR and IR. That worked well. Extremely nice person. If you are interested, PM me. I will provide his details.

There is an ex Cathy Capt in London Ontario works for Diamond aircraft that is CFI CFII MEI PM me for details. You will need an N registerd aircraft
