technical stopover

technical stopover
can somebody explain me what does a dispatcher or operational personal need to do in a technical stopover base . what does his job nature include. i know how it works with a operations control center and was wondering what are the things that are done in a technical stopover.

The dispatcher need not be at the stopover base. You need somebody to access and print out the flight plan paperwork and take it to the airplane, and possibly to coordinate ground services.
