Does anyone know the number of ICAO non-contracting states, and which ones?

Here's the list of the 190 current ICAO contracting states: ICAO Contracting States (http://www.icao.int/cgi/statesDB4.pl?en)

Obviously those states who are not mentioned in the ICAO list are the ones you are looking for. You should find most if not all of them here: United Nations Member States (http://www.un.org/en/members/index.shtml)
Perhaps there is the odd state that does not belong to either? What is the status of nationalist China as against that of communist China?

Yes, I did find those lists, but not a "non member" list. Guess I should find all states in the world and subtract it?
