Ladies and Gents,what is the procedure for a JAR-FCL Pilot upgrade from an SIC position to a PIC on turbo-jet aircraft?

In licensing terms there is no differentiation between PiC and SiC in JAR-land, so it's purely a company matter.:ok:

...although, even in JAR-land, a type rating may have a "copilot only" limitation.

A little bit more it is about! A rather complicate mixture between the certification basis of the Aircraft in use (Part 23 vs. Part 25) and the OPS Section of the meanwhile setup of the EASA since July 2008. In a -23 Turbojet you might have that mentioned restriction on your lic., depends mainly on the practices from your CAA. If you have, of course you aren`t entiteled to go as PIC as long as you do not meet the criteria laid down in EU-OPS (If I remember well around 900 hours TT with some prerequisites therein). Beside this it is indeed a matter of the company if you go as SIC or PIC and the restriction will be removed on company discretion by the CAA. In a -25 A/C it is more clear that you can`t act as PIC as long as you don`t meet the criteria for having an unrestricted ATPL (>1500h TT, XXXNight, XXXPIC, blablabla, -->FCL 1.280). If you meet, again a decision by the company if you go as PIC or SIC.

Can anyone point me in the direction of where this is written in a JAR-FCL or EASA doc please? I've looked solidly for it for 2 days and can't find it anywhere.

How about...
JAR FCL 1.225: Circumstances in which class ratings or type ratings are required.
JAR FCL 1.262b: Specifies that skill test shall be performed as PIC or SIC as applicable.
JAR FCL G 1.275 (privileges of an ATPL holder)
