Ok, look at the top of this departure titled "Takeoff Minimums" and look at the bottom titled "Departure Crossing Restrictions"

Takeoff Minimums (in the US) only apply to Part 135 and 121 operations, the crossing restrictions apply to everyone.

The "standard" is 1 mile visibility if you have 1 or 2 engines, 1/2 mile with 3 or more. (Most operators get lower than standard in their Ops Specs.) Notice the crossing restrictions don't say anything about weather, they are just a climb gradient. And they only apply to runways where there TO mins are "standard."
