Please note that the ICAO website features an Airport SMM. I think there are certain differences between an Airport SMM and an Airline SMM. As I have written an Airline SMM, anybody who wants to discuss this, should feel free to contact me.

I can't help feeling that one of the biggest weaknesses of this whole safety management thing is the idea that there is a standard SMM. Taking another organisation's SMM and trying to apply it to another is rarely going to work and will probably involve far more work than developing a framework based on the principles of a good SMS and allowing it to grow.

Having seen both approaches tried I would always vote for the latter. The really sad thing is that regulators so often seem to want a fully populated, 'gold-plated' SMM from day one which simply encourages short-cuts.

From my experience, I would say it's a good approach to writing an SMM if you take the material on the ICAO website (see here (http://www.icao.int/anb/safetymanagement/Documents.html)), the guidance material on the website of the UK CAA (see here (http://www.caa.co.uk/default.aspx?catid=872&pagetype=90&pageid=9953)) plus the material on the website of the Swiss CAA (see here (http://www.bazl.admin.ch/fachleute/safety_risk/01449/index.html?lang=de); unfortunately not available in English). I did it this way and wrote a SMM that covers all subjects considered in the guidance material available. At that time, there weren't really other SMM available which I could have used to do "copy & paste"... I was working on that for quite a few weeks, but I am satisfied about the result consindering this SMM is addressing all the ICAO requirements. In addition to that, I got feedback from colleagues at two other airlines being in the safety business for years who said that was quite a good job. I would also say that one should not be afraid of having to write an SMM as many aspects of the safety management issue are already part of EU-OPS.
