I heard that they were not looking for overseas ATCO's without the relevant visa's already in place.
They will take applications, but won't be reviewing overseas recruitment until sometime in 2009.
Thats how I read it on ASA's web site, Careers at Airservices Australia (http://www.airservicesaustralia.com/employment/) and from a couple of sources in AUS.
As for Cairns, I would imagine its a popular posting!

You are right, ASA is currently not looking for more overseas controllers unless they already qualify to work here. They also have no idea how many people are seriously looking to leave and go OS themselves. When the resignations start they may change their tune!!

Cairns is currently short of staff in both the Tower and TCU (Radar Approach). The work is complex, with a mix of high and low performers, and issues of terrain and weather. I am unaware of the application process, but PM me for an email address of the manager.

It is a great place to live and work.
