I flew a business Jet back from Northern Cyprus and was Given an odd prcedure to avoid having to land in mainland Turkey.

That was to place two flight plans. One to the mainland airport and the other to my next destination in another country.

The idea or so I was told was that I overflew the mainland airport who would activate the second flight plan while I was at FL280 overhead, I could continue on my second flight plan as if I had taken off from the mainland airport.

When I questioned this I was told that it was a procedure they used all the time. Has anyone heard of such a system?

As fact was, having gone overhead I was then asked to go into a hold and refused my second plan by the neighbouring country.

My final destination was tight on fuel so I experimented with flying low fuel flows in the hold. I was held there for nearly 20 minutes before being refused.
Do other aircraft fly fuel flows rather than speeds while holding?
