Could one of you learned folk advise me whether there is a prescribed list of equipment that must legally be kept and maintained in full working condition at all times within a Control Tower.

Where can I find a copy of that list?

It's going to depend on national rules.

In the UK I think there's a list in CAP 670. I think you'll find that it says what should be there but not that it must always be working - at least the UK CAA recognise that everything breaks from time to time and what they usually ask for is some procedures for how temporary failures are handled.

You may also find something in the ICAO ATS Planning Manual, although this is only guidance and is rather out of date in some ways for the modern European environment.

Remember you need to have the lamp as well as tea, coffee, sugar, milk and cups.

The most common item that I find missing from ATC towers is the status display of the navigation aids which are being used for instrument approach procedures and SIDs, if that is of any help.
