Dear fellow ppruners

This might be a question for the (few?) lawyers amongst you. I was wondering if somebody could recommend a commentary on the ICAO annexes, in particular Annex 2 (Rules of the Air), if there is any at all.

I work on a book on air law and need some secondary literature that helps me with the interpretation of ICAO provisions. I know this might be difficult to find since ICAO provisions are supernational law and normally there is little need to interpret them. However, I thought there must be something. The JAA for example publish so called AMCs (acceptable means of compliance) which explain how member states are expected to imply the JARs. Does ICAO publish comparable documents?

At the moment I help myself with commentaries on the German national rules that implement the ICAO Rules of the Air. This already helps me a lot since there is little difference to the ICAO rules. So you would also help me if you could point me to some commentaries on the UK Rules of the Air Regulations.

Any help would be appreciated very much.

Cheers,
