Where is written that NOTAM must be followed? I.E. Is it allowed to act(work) and issue atc clearances that are obvious against valid NOTAMs?
I know that this is stupid but I must have the answer before this morning becomes day.
So just the name and chapter,appendix,whatever ,of the relevant ICAO document where it is written.

"So just the name and chapter,appendix,whatever ,of the relevant ICAO document where it is written".Sorry, can't remember the chapter and verse of the text about NOTAMs but it'll be in the Annex dealing with AIS.

A NOTAM amends the AIP (or expands on the content of an AIC) - under what circumstances would you issue a clearance that is not consistent with the AIP? Same applies to a NOTAM.
