Is deviation from an NPR excusable for weather avoidance? i.e pilot asks atc for certain heading after departure...

Yes, the only reason it might be refused or modified would be for safety reasons ie traffic usually. In my experience, when we approve a request for deviation for wx, it is logged for reference in case of any comment or complaint. Requesting it is important, as an alternative can be offered if the traffic situation precludes the initial heading/level.Just turning or changing level without ATC's knowledge can be dangerous
