How many foreign pilots get lucky with a flying job in Canada after getting a rating? Which is the best city for flying in Canada?

Peninsulair in Mount Hope, Ontario is great. I did my PPL there and it was very enjoyable.
I did not do my instrument there though, so i am not sure how that is. They do have it though, as well as multi and commercial.
-Kind Regards.
