I have a question about the winds aloft. Is the winds aloft given in reference to sea level (which I always thought) or by area concerned. The dilemma is that Madrid is 2000ft above sea level and the current winds aloft state.

I am thinking that its referenced to sea level as the velocity for the wind in Madrid is very low compared to the other winds aloft in the areas nearby. So does this mean the wind at the surface in Madrid is 078/001KT and say the wind given at 050HFT is actually 3000ft AGL at Madrid ?
