Airlines with no AOC like Manx 2?

As I understand it Manx 2 air flying under someone else's AOC. What other airlines are there like this and what are the rules around this? Do they need an ATOL etc? Are they realy an airline at all or are they more like a ticket agent?

As far as I know Manx2 lease the crew and aircraft from a company in Kiel, Germany (Fairchild Metroliners). So I presume they operate under there AOC but I am not to sure.
