PPL(A) Skills Test In Another JAA Member State?

Hello all,

Not 100% sure if im posting this in the correct forum, but anyway.

I'm working towards the end of my PPL...

Within the UK there are CAA Approved Flight Examiners, and Within Ireland there are IAA Approved Flight Examiners.

my question is can I can do my PPL(A) Skills Test for a UK PPL(A) in another JAA member state (i.e. Ireland) with an IAA Approved FE?

Yes.
But the examiner must be a JAA Approved Examiner although appointed by the IAA and you must complete the UK paperwork and also hold a UK issued JAA Class 2 medical. In fact meet all the JAA/UK requirements.

Homeguard read JAR-FCL 1.065 All requirements for the issue of a JAA licence must be conducted under the auspices of one State therefore, unless you took your exams in Ireland then you cannot take your skill test there. Medicals are transferable.

JAR-FCL 1.065 version dated 01/03/06 dosn't say what you say it does. Infact it states without ambiquity that the training, medical, written examinations and flight testing for the issue of a licence may take place within more than one JAA state but only one state, by agreement, is to be the administrator.
I presume therefore that the applicant may nominate which state that they wish to process the application subject to the residency rules.

But how many States have agreements? Without them, all requirements have to be met in one State. There were cases of Irish pilots completing training in England and the Irish CAA would not issue the license.

Over the last few days I have been investigating this, trying to find out which way I can continue my training.

The IAA have said they will not accept any other JAA states training, skills test or initial medical for the issue of an initial Flight Crew Licence

On the other hand, the CAA seem to be taking a much wider viewpoint, that they would accept any training, skills test, medicals from another JAA state for the issue of an initial Flight Crew Licence, as long as all is completed under JAR conditions.

This to me seems that there is only a one way agreement between the CAA and IAA, but to get this in writing isn’t easy.

Background Info:
I have all the PPL(A) exams done under the CAA, and I am looking to get the IAA Student Pilot Licence in order to finish the flight training and then the skills test in southern Ireland. To get an initial JAA CAA PPL(A) issued.
