Hello, is it true that Dash-7 do take-offs and landings with non-fully increase prop rpm levers due to noise abatements? What about performance i.e. climb gradient in that case?

This was the case years ago with the DHC-6 as well.
deHavilland provided supplementary performance data at the time...dunno about now.
