Can the max TAS of an aircraft be greater than the velocity of the exhaust?

Just a guess, but not AND comply with Newtonian mechanics. Possibly in another universe....GF

Of course it CAN. But ONLY when the jet-craft is moving MUCH slower then its max TAS, (or flying at any speed with engines at idle or off).

Zero drag, then you would be close. Can't think of a "dragless" a/c off the top of my head.:}
