I'd suggest you go for the interview, an IR is not always imperative if you have the right stuff at many schools - I remember even OAT used to take people without an IR and then sponsor the IR after a year (of course you'll need to have the subjects passed as a rule). If they've called you for an interview and they know you don't have it there must be a reason surely?

You need the IR (or at least it always used to be a requirement) to allow you to both fly under IFR and to teach towards the issue of the IR. Without the IR you have no privileges that allow you to fly IMC in Spain, or indeed anywhere in Europe. If you have an IMC rating then it is of course only valid in UK airspace.
