I have the licenses, plenty of experience, even had an interview at SouthWest, and a job offer as an operations manager from a Part 135 operator because of "extended credentials" and couldn't get past immigration. To qualify, an employer must post the position for three months and IF there are no qualified American applicants, they may process your application.
Another route to qualify is if your parents, grand-parents, in-laws etc. are American, then they could "Sponsor" you.
Hope this helps. There are plenty of jobs here in Canada. Just be open to taking something less desirable in the short term
Cheers,
