Chile is the first South American country to require all airlines to be on the IOSA registry (it is part of IATA registry requirements) to operate in there airspace by 2008. Being heavily involved with IOSA compliance here, I can attest, it is not going to be easy to comply is the IOSA requirements (ISARPs). Given the "shoe string many carriers work on, it is going to cost a bundle to get into compliance and in some cases reorganization. And Chile is only the first of many that are going to require IOSA to operate in there airspace. Most SA countries are heading that way and have notified us. Ditto for the Middle East (try Dubai). Several of the Asian countries and a good portion of Africa are coming on board.
Google IOSA and go to the IOSA Safety Manual and scroll through the ISAPRs (there are 8 departments) and see if your carrier makes the grade. Interesting reading. I foresee a lot of smaller carriers that cannot afford to join IATA or comly with IOSA dropping out of IATA comliant countries. Given that IATA is a European concept is most Europe not far behind?
