if glide path is out of service it is still ils and we only warn pilots caution glide path is out of service.if localizer is out of service so it is not ils we cannot give ils clearance.ils is a precison approach by vertical guidance given by glide path .so why it is still ils without glide path ? and why it is not ils without localizer? :):):):)

You should have two separate procedures for the ILS, one with Glidepath and Localizer, the other as a localizer only approach.
The localiser (only) approach is a non-precision approach, and therefore should have a higher OCA (than the ILS with GP), to add a further safety margin for the less accurate type of approach.
If the the glidepath is unserviceable, then an aircraft would be cleared by ATC for a 'localizer only' approach, rather than for an 'ILS' approach.
