1. What proportion of aircraft based in the UK are regulated by the CAA and what proportion fly under flags of convenience (Irish) ?
2. Although our maximum duty hours average 40 per week over the year why is the maximum in any one week 60 and not 48 like other workers ?
3. Why does the CAA give exemptions from the rules to companies without writing to the pilots involved individually and giving them the chance to opt out ?
4. Ask the Approved Medical Examiners what they think.

1. 'Based' is a difficult concept for aircraft - they move about! In terms of flight operations I think you'll find that the CAA regulates those that operate under a UK AOC. It's a while since I had anything to do with the topic but with JAR-OPS etc. I think State of registration becomes less of an issue.

2. Probably because you're covered by the Civil Aviation (Working Time) Regulations 2004 which have different limits and arrangements.

3. Mine tells me he's kn@ckered too - and we both work on the ground!

Thanks. Exactly the point I am trying to make. Why a maximum 48 hour week for anyone else and a 60 hour week for us. (Originally 55 hours but then yet another exemption from the CAA).
The other point:
JAR OPS 1.175 c 2 "Have his principal place of business in the State responsible for issuing the AOC"
Most people would construe "Principle place of business" as the biggest base.
