Heathrow ATC shortage?

May one ask why there is a shortage of ATC bods on Special?

Or was half the staff gone to a specific event.

I am just curious since the Notam said ops normal from 0900hrs onwards but at 1000hrs still the tape was playing.

Yes they were on easterlies as well but the notam specified shortage of stuff therefore no service between 0600-0800.

NOTAM on 21st was extended to 1300.
