:uhoh::uhoh:if mea is fl250 for an airway and msa for that tma is 9000 feet and pilot says we have vmc conditions request descent 9000 feet can it be given ? it is the only one aircraft and cavok .there is no airspace classification and no radar service for that airport:):):)

CAVOK and, I assume, daylight?

Lowest Safe Altitude doesnt apply in Day VFR. You can see and avoid the planet, so, see and avoid the planet.

The UK Manual of Air Traffic Services (Cap 493) states in Section 1 Chapter 3:
5.5 VMC Climb and Descent
To avoid excessive delays to traffic when radar is not available, controllers may
authorise an aircraft to climb or descend in VMC provided:
a) essential traffic information is given;
b) the pilot of the aircraft climbing or descending agrees to maintain his own
separation from other aircraft;
c) it is during the hours of daylight;
d) the aircraft is flying in visual meteorological conditions;
e) the manoeuvre is restricted to Class D, E, F and G airspace at or below FL 100; and
f) the aircraft is not in CAS-T.

Obviously only works in the UK .....
