if an aircraft is unsuccesful to land a runway after two missed approach ?what should it do ? what should a controller do ? does he/she have a right to say try your alternate airport or ıs it a must thing to say ?:) :) :)

Generally speaking, it's entirely up to the captain.

There are some overseas airfields where ATC can disallow an approach clearance if the weather has declined since the second approach, or allow a first approach for that matter.

In the UK, as far as I can recall, the captain rules his aircraft and makes such decisions though under the "absolute minima" rules he can certainly be told that no approach clearance is being issued and thus he's on his own if the weather is below the absolute minima for the type of approach.

In any event, the captain should abide by the rules of the aviation authority and his company as regards diversion fuel, etc.
